JOB DESCRIPTION:

This position manages EHR clinical content projects under the supervision of the Senior Director of Clinical Informatics. The Clinical Informatics architect will organize and lead clinical content development and maintenance within the electronic medical records and other clinical projects partnering with clinical staff, care sites, the systems and technology service center, quality, and system leadership. This role will utilize standard project management methodology and processes to ensure that timely and effective implementation and support is achieved. This position provides leadership for clinical content and will also facilitate cross-functional teams for management of the HIS and other clinical applications with a patient and provider-centered emphasis on best practices; evidence based medicine; end user efficiency and satisfaction; and reduction of unnecessary and wasteful variations in care processes (standard work and Lean methodology). Responsible for project environment with an emphasis on quality, productivity, and consistency. Responsibilities will include planning, estimating, scheduling, tracking, controlling, and measuring. This role will act as a change agent helping lead the transition to a fully developed, integrated, longitudinal, patient-centered electronic health record.

Processes managed by the Clinical Informatics Architect include but are not limited to:

Assessment, development, and optimization of clinical workflows and processes in the context of electronic health records and systems, and the HIS requirements to meet those needs.
Providing recommendations regarding best practice and evidence based health care delivery; interfacing with existing quality committees and best practice resources.
Ensuring that data needs are met by understanding end use requirements and assuring that data capture is designed into the EHR and clinical work flows.
Assistance with the translation between Operations (including quality) and IT.
Presentation of workflow and clinical content requirements in a defined process/manner to the IT build teams (analysts) and serving as a resource to the IT analysts during content build in clinical applications.
Validation that content build meets the care teams’ and quality requirements and design.
Establishing and managing a process for periodic content review and updating of build.

The Corporate Training Developer functions under the direction of the HIT Education and Training Manager and is responsible for the development of internal training materials necessary for HIS education and support. The training materials and delivery media are designed to facilitate the train-the-trainer sessions; and facilitate independent interactive learning for IT system implementations and enhancements. The Corporate Training Developer applies innovative technologies and alternative media (on-line training, e-authoring, CD, interactive video, job aides) to the learning process. This position will collaborate with content and IT system experts in developing the materials in cooperation with the care site training and support personnel. Conducts analysis of training required within the scope of module specifications from existing curriculum structure. Determines appropriate instructional design (i.e., sequence of learning activities, materials specifications, equipment specifications, instructional staff specifications, pre-requisites specifications, testing and evaluation specifications). Assists in the enhancement and design of course structure, as well as content based on analysis of needs and feedback and input of IT staff, care site trainers, and end-users. Assist Revenue and Finance Applications Manager with department functions to ensure the Revenue Services Center and other business partners are supported as effectively as possible. This position will act as the primary STSC contact for the Health Network initiative as it relates to physician billing processes and support of the Health Network department of the Revenue Services Center. Position will also act as a representative on all governance committees as directed by the manager. This position is responsible for evaluation, workflow analysis, requirement gathering, design, testing, training, implementation, upgrades, support, and maintenance of all SCLHS billing and financial applications as directed by the manager. Position acts as a technical expert and resource for billing applications to support end-users, vendors, and other business partners. Position will work with manager to develop budgets as they relate to assigned projects. This role will facilitate cross-functional teams for the management of a project environment with an emphasis on quality, productivity, and consistency. Strong trouble shooting and communication skills used for both implementation and support of the billing and finance applications. Assist the manager in the development of tactics and approaches and will recommend process changes to support the mission and strategies of STSC and SCLHS. Position will be responsible to evaluate outstanding issues to ensure support provided to Revenue Services Center is in line with established SLAs\OLAs as well review project\workload distribution amongst team. This position will also conduct human resource functions such as candidate reviews, interviewing, new employee orientation, performance evaluations, applicable action plans, goal setting and measuring.

MINIMUM QUALIFICATIONS:

Bachelor’s Degree in computer science, business administration or healthcare-related field required
