JOB DESCRIPTION:

Job Summary
Manages a portfolio of contracts regarding the supply, equipment and service formularies in assigned areas. Identifies contract opportunities, utilization improvements and standardization opportunities through data mining activities. Responsible for bidding, negotiation and awarding contracts for assigned area. Facilitates value analysis committees meetings with significant user groups. Manages relationships with vendors.

Facilitates Value Analysis Teams

· Facilitates any value analysis teams for assigned areas of responsibility. Recruits and educates members on the VA process. Ensures compliance to the VA process. Coordinates the work of this team with those of work groups involved in product selection, contracting and vendor management.

· Prepares and distributes minutes and agendas.

Expense Management Projects:

· Identifies opportunities for cost reduction via review of purchase history, industry benchmarks, contract compliance data and utilization information

· Interviews users, physicians and peers to identify possible cost reduction opportunities. Benchmarks SCLHS's practices and utilization against others to identify improvement opportunities.

· Monitors appropriate metrics related to non-salary expenses.

· Measures and tracks the financial results of cost-reduction efforts.

Product Analysis:

· Knowledgeable about products, equipment and services used I assigned areas of responsibility: what is available, what is needed, how they are used, who uses them and why they are used.

· Researches new technologies, communicates with value analysis teams to determine when/if new technologies will become part of SCLHS’s portfolio

Vendor Management:

· Conducts reviews with major vendors periodically. Identifies and implements strategic alliances when advantageous.
Enforces SCLHS’s vendor management program and promotes fair and unbiased treatment of and relationships with vendors

Content Management:
Contributes information to Data Analysts to improve or manage content management in MMIS database

MINIMUM QUALIFICATIONS:

BS/BA degree in Business Administration or related field
Experience in contract negotiation.
Advanced communication skills – both verbal and written.
Advanced analytic skills.

PREFERRED QUALIFICATIONS:

10+ experience in Materiel Management or equivalent experience in a purchasing capacity.
Experience in healthcare setting
Certified Purchasing Manager (CPM) or Certified Materiel and Resource Professional (CMRP)

Competency with Microsoft Access.

JOB DESCRIPTION:

Works independently under the supervision of the Central Distribution Supervisor and indirectly under the Director of Materiel Management. Inventories or replenishes supply levels of all nursing and most ancillary departments. Receives supply to stock, issues, picks, processes and delivers all requests for supplies and equipment to support nursing and ancillary departments needs. Documents all supply replenishment performed enter issues/ credits, patient care equipment and charges. Processes patient and supply charges for interfacing and dayclose activities.

MINIMUM QUALIFICATIONS:

High School Diploma or GED (required), basic computer skills (preferred), medical terminology or knowledge of medical supplies and equipment is desirable.

JOB DESCRIPTION:

Supports Category Managers by mining expense data and analyzes contracting and utilization opportunities and presents results. Prepares bid and contract documents. Analyzes vendor proposals. Under the guidance of Category Managers, participates in negotiation for contracts in assigned area. Maintains all contract files and documentation for contracts in assigned areas. Monitors vendor performance via price audits. Evaluates GPO contracts for incorporation into SCLHS contract portfolio. Contracting: Prepares RFP and contract documents. Analyzes vendor proposals and prepares summary for review by selection teams and Category Managers. Incorporates appropriate terms and conditions into final contract documentation, ensuring adherence and compliance to all contractual, financial, Iocal and regulatory specifications or requirements. Interfaces with GPO staff to evaluate GPO offerings. Analyzes their value and recommends which to use. Administers all contacts related to clinical commodity agreements. Maintains current contract database to ensure the monitoring of expiration dates, payment schedules, and standardization opportunities. Establishes and maintains a filing system of agreements, contracts, bid specifications and related documents. Accurately maintains and updates information in the Item and Contract files. Resolves contract price discrepancies that procurement staff cannot resolve them. Analyzes potential suppliers. Audits and monitors current vendor performance as well as the contract or programs overall effectiveness. Performs necessary audits and reviews of purchasing contracts to ensure effectiveness and pricing integrity. Works to achieve contract standardization and consolidation throughout facilities serviced. Expense Management Projects: Supports Category Managers and value analysis teams through research and summarization of cost savings initiatives. Reviews purchase history and patterns to identify opportunities for expense reduction via contract activities or product conversions. Serves as a resource in investigating products and services, assisting in budgeting, suggesting changes in product utilization and identifying standardization opportunities. Documents financial results of cost-reduction efforts. Vendor Management: Conducts periodic reviews with vendors as assigned. Enforces SCLHS’s vendor management program and promotes fair and unbiased treatment of and relationships with vendors. Content Management: Contributes information to Data Analysts to improve or manage content management in MMIS database.

MINIMUM QUALIFICATIONS:

BS/BA degree in Business Administration or related field

Advanced analytic skills and high-level of competency with spreadsheet programs.

Strong communication skills.

PREFERRED QUALIFICATIONS:

Competency with Microsoft Access.

Experience in contract formation, negotiation and interpretation.

3-5 years in healthcare Materiel Management or equivalent experience in a purchasing capacity.
